What is an HMO?
A House in Multiple Occupation is any property occupied by three or more tenants who form more than one household and share basic facilities (kitchen, bathroom or toilet). This includes student houses, professional houseshares and bedsit-style properties.
In Manchester, HMOs are regulated under two overlapping frameworks:
1. Mandatory HMO Licensing — applies to all properties occupied by five or more tenants in two or more households 2. Manchester City Council Additional HMO Licensing Scheme — applies to all properties occupied by three or more tenants in two or more households across most of Manchester's inner areas, including Hulme, Fallowfield, Rusholme, Withington, Moss Side and Whalley Range
In practice, the Additional Licensing Scheme means that almost any shared property in these postcodes requires a licence.
HMO Licensing Requirements
To obtain an HMO licence in Manchester, landlords must demonstrate:
- The property meets minimum room size standards (6.51m² for a single occupant room used as sleeping accommodation) - Adequate fire safety measures are in place: interconnected smoke alarms, fire doors with self-closers on bedroom and kitchen doors, fire-rated construction between floors - The property is in a good state of repair - The landlord (or managing agent) is a 'fit and proper person' - There are adequate cooking and bathroom facilities for the number of occupants
Licences are typically granted for five years and must be renewed. The application fee varies but is typically in the range of £800–£1,500 for Manchester.
Operating an unlicensed HMO
Operating an HMO without a licence is a serious offence. Penalties include:
- Civil penalty notices of up to £30,000 - A Rent Repayment Order requiring the repayment of up to 12 months' rent - Potential criminal prosecution
Tenants, local authorities and housing charities are increasingly aware of their rights and willingness to pursue repayment orders. This is not a risk worth taking.
Managing an HMO: the key differences from single lets
HMO management is significantly more intensive than single-let management:
- Higher tenant turnover — especially in student HMOs where the entire property typically re-lets annually - More maintenance — shared facilities wear faster with multiple occupants - More complex tenancy arrangements — individual ASTs or joint tenancies, guarantor requirements, deposit protection for multiple deposits - More frequent compliance checks — annual gas safety, five-yearly EICR, regular fire alarm testing, periodic licence inspections - Bill management — many HMO landlords include bills in the rent, requiring accurate utility management
What yields can you achieve?
In Manchester's strongest HMO postcodes:
- Fallowfield (M14): Student HMO rooms at £550–£700 per room per month. A 5-bedroom HMO can achieve £2,750–£3,500 per month gross — a gross yield of 10–13% on a property purchased at £280,000–£350,000. - Rusholme (M14): Similar profile to Fallowfield; slightly lower rents but more accessible purchase prices. - Hulme (M15): Professional HMOs achieving £500–£650 per room. 4–6 room properties can achieve gross yields of 8–11%.
